Mondialisation des échangesGlobalization of trade
World trade (exports and imports): 38% of world GDP in 1990, 50% in 2000, 60% in 2008, 57% in 2024. According to IPBES, world trade has grown tenfold in fifty years, and the distance between places of production and consumption shifts gains and damage, for the economy as for nature.

At least 25,000 bridges in poor structural condition in 2019: 7% of state bridges, 8.5% of those of the départements, probably 18 to 20% of those of the municipalities, some of which do not know their condition, or even their number. Bridges needing major maintenance increased sharply in ten years. The causes according to the Senate: ageing, chronic underinvestment, and a warming that multiplies extreme events; four bridges destroyed by the Aude floods in October 2018.
Context: Municipalities without the means or the engineering to maintain their structures.
